The project was approved for a PUD amendment on Mar. 25, 2024 by the city council to expand the surface parking lot and residential amenities in the building. The parking lot expansion was completed in September 2024. 

Project description

Zelia on Seven is a mixed-income, community along the Highway 7 frontage road, north of the future Wooddale Avenue light rail station on the METRO Green Line Extension. 

  • Residential/commercial building – five stories, 217 dwelling units including eight live/work units:
      • 22 units at 50% area median income
      • 65 units at 60% area median income
      • 130 market rate units
      • 8 of the units are live/work spaces
  • Urban forest – 1-acre urban retreat parallel to the Cedar Lake Light Rail Transit Regional Trail
  • Public art –  The development includes three public artworks. A mural by Artist Kada Goalen, Kada Creative, Branches sculpture by Randy Walker, and Jendayi Berry's first public artwork commission.

The site was originally developed under the name PLACE Via Sol.

PUD amendment: The project received an amendment to the Planned Unit Development (PUD) in March 2024 to extend the surface parking lot to add 38 additional parking stalls, convert the vacant commercial space to a residential amenity area with a fitness area, work from home suites, a theater room, golf simulator, and game room, as well as add an exterior pool area.

City council adopted Resolution No. 17-079, approving the findings of fact, record of decision and negative declaration regarding the need for an environmental impact statement on May 1, 2017. Included in Exhibit A to the resolution are addenda of all written comments the city received regarding the EAW and responses to the comments.

Public meetings

  • May 1, 2017 — city council adopted the preliminary and final plat and preliminary and final PUD
  • April 17, 2017 — city council approved the comprehensive plan amendment, guiding the properties as mixed-use
  • March 15, 2017 — planning commission held a public hearing and recommended approval of the comprehensive plan amendment, preliminary and final plat, and the preliminary and final PUD
  • Feb. 23, 2017 — The developer held their eighth neighborhood meeting.
