Services included with your quarterly rate

  • Use of city-owned garbage, recycling and organics recycling carts (must opt in to receive organics cart)
  • Collection of garbage that fits inside the cart
  • Collection of recyclables that fit inside the cart, along with extra recyclables placed in paper bags or boxes next to the cart
  • Collection of organics recycling that fits inside the cart
  • Collection of yard waste from April to November

Your total rate depends on the size of your garbage cart(s). All garbage collection is provided weekly unless every-other-week (EOW) garbage collection is requested. EOW service level is available only to residents who have 30-gallon carts and who participate in organics recycling or manage food scraps through backyard composting. Annual rate review and approvals

Each year, staff reviews operating budget and solid waste collection contract rates to develop proposed solid waste rates for discussion and public hearings during city council meetings. The 2024 solid waste rates were discussed at the following meetings:

*Note: 20-gallon service levels will be discontinued in 2024. Removal of 20-gallon inserts in carts will be completed between Dec. 11 - 31, 2023 on resident's regular collection day. Information about this project will be left on carts when the insert is removed and sent to households affected by mail.

The way solid waste rates are displayed on your bill has been updated to more accurately represent what is included. The rates are broken down as follows:

  • SOLID WASTE – RECY/ORG/YW (NONTAX): The amount paid by a household for the collection and processing
    of recycling, organics and yard waste, regardless of whether the household participates or not.
  • SOLID WASTE – GARBAGE (TAXABLE): The amount paid by a household for the collection and processing of garbage. This portion of your bill is subject to the following:
    • SOLID WASTE TAX – STATE: State of Minnesota, 9.75%
    • SOLID WASTE MGMT FEE – COUNTY: Hennepin County, 15.5%

Garbage stickers

Your standard rate does not cover collection of garbage that does not fit in your cart with the lid closed. If you occasionally have extra bags of household garbage that don't fit inside your cart, you are allowed to set them outside your cart for collection as long as each bag has a $3 extra garbage sticker affixed to it.

  • These stickers are only for bags of regular household garbage.
  • Extra garbage stickers cannot be used for bulky items like carpeting or furniture, appliances, electronics or yard waste.
  • Excessive use of extra garbage stickers may result in an increase in your garbage cart size and solid waste rate. 

Extra garbage stickers can be purchased at city hall or the Municipal Service Center.
