How to apply for a building or construction permit

Submitting permits online

Residential and commercial permits should be submitted online through ePermits.

The construction plans should be submitted online through ProjectDox, after the permit application has been submitted. For steps on how to submit permits and plans online, view the ePermits and ProjectDox guide.

Alternative options for electrical, plumbing, mechanical, sewer and water permits

If you are unable to submit your permits or plans online, below are some alternative ways to submit.

Email – inspections@stlouisparkmn.gov. Include name and phone number to be contacted for payment.

Fax – 952.924.2663. Fax is secured; you may add credit card information on the fax cover sheet.
In person — Apply in person at city hall, 5005 Minnetonka Blvd. Office hours are Monday through Friday, 8 a.m. – 4:30 p.m.
Mail – Include a check or a name and phone number to be contacted for credit card payment. Mail application to:

Permits related to zoning ordinances

The following permits and applications are related to zoning ordinances and are administered by the community development department. If you have any questions about these permits, call 952.924.2575.

Solar panels are permitted in all zoning districts

Solar panels are permitted as accessory structures in all zoning districts – view the determination letter. Solar panels will have to meet the setbacks, height and other requirements applicable to accessory structures. Common locations such as the roof will typically meet the accessory structure requirements. Contact the planning department at 952.924.2575 if you have any questions about where you can put solar panels on your property. Contact 952.924.2588 if you have any questions about required permits.
