Project background

Real Estate Equities, LLC proposes to construct a four-story, 114-unit multifamily building at 3801 Wooddale Ave. S. on the southeast corner of the Wooddale Avenue cul-de-sac and the Highway 100 on-ramp, site of the former Aldersgate Methodist Church. The apartment building includes amenity spaces, underground parking and surface parking on-site. The proposal includes a mix of all-affordable one-, two-, and three-bedroom units, including five units available at 30% area median income (AMI), five units available at 50% AMI, and 104 units available at 60% AMI for 26 years, exceeding the city’s Inclusionary Housing Policy requirements.

The city council voted 6-0 to approve the actions related to this development on April 4, 2022. The plan no longer includes a driveway near Cambridge Street, instead all traffic will enter and exit from the Wooddale Avenue cul-de-sac. View the updated site plan with the south access removed.

The city council expressed interest in city staff continuing to explore the recommended installation of a left-turn lane from the Highway 100 exit ramp to the Wooddale Avenue cul-de-sac with the Minnesota Department of Transportation, but it was not included in the condition of approval.

  • Sept. 28, 2021 – development team held a preliminary neighborhood meeting to introduce the development concept (view meeting recording). Based in part on the input at that meeting, the city commissioned a traffic study and Elmwood Neighborhood traffic audit prior to the developer submitting formal applications.

    • Transportation Collaborative & Consultants (TC2) completed a traffic study for the proposed multifamily residential development proposal at 3801 Wooddale Ave. The study identifies existing traffic operations within the study area evaluate potential impacts of the proposed development under various access alternatives, and recommends improvements, if necessary, to ensure safe and efficient operations for all users.
