Site cleanup work

Soil work commenced near the corner of Monterey Avenue and Highway 7 on April 1, 2023. 

Construction is anticipated to resume winter 2024. Construction hours are limited to the following:

  • Monday – Friday: 7 a.m. – 7 p.m.
  • Saturdays, Sundays and holidays: 9 a.m. – 7 p.m.

Project summary

Sherman Associates received approvals to construct the following building components on the 6.6-acre site at the southeast corner of CSAH 25 and Beltline Boulevard:

  • Building 1 – seven-story mixed-use building with six levels of market rate housing (152 units) and approximately 19,500 square feet of neighborhood commercial space, potentially anchored by a grocer
  • Building 2 – four-story all affordable apartment building with 82 units, 77 units will be available at 60% AMI and five units will be available at 30% AMI. Twenty-two units will be three bedrooms
  • Building 3 – five-story market rate apartment building with 146 units
  • Parking ramp – approximate 592-stall, six-story parking ramp, which is proposed to include 268 LRT park and ride stalls and approximately 1,800 square feet of retail/commercial space

Sustainable features, including on and off-site solar, green space, plazas and public art, will be incorporated throughout the development. The development will adhere to the city’s green building policy. View the Beltline Station Development Vision.

Altogether, the multi-phase redevelopment will have 380 units of which 82 (21%) would be affordable.

Awarded $13.7 million in LIHTC bonds January 2022 for affordable component.

Sherman Associates submitted applications for a comprehensive plan amendment to reguide portions of the 6.4-acre site from right of way to transit-oriented development, and from transit-oriented development to right of way, an application for a preliminary and final plat, and a preliminary and final planned unit development.

Public meetings

  • Feb. 10, 2022 – virtual neighborhood meeting was held to explain the development proposal and answer any questions (meeting recording)
  • Feb. 16, 2022 – planning commission held a virtual public hearing on the proposed comprehensive plan amendment and voted 6 to 0 to recommend approval of the amendment
  • March 7, 2022 – city council voted 7 to 0 to approve the comprehensive plan amendment
  • March 16, 2022 – planning commission held a public hearing on the preliminary and final plat, and preliminary and final planned unit development and voted 6 to 0 to recommend approval of the applications
  • April 4, 2022 – city council held a public hearing on various vacation applications and voted 6 to 0 to approve the preliminary and final plat, the first reading of the preliminary and final planned unit development, and the first reading of the various vacations
  • April 18, 2022 – city council approved the second reading of the preliminary and final planned unit development and vacations
  • April 26, 2022 – Sherman Associates held an open house in city council chambers to gather additional input on commercial uses and public open space near the Southwest LRT Beltline Boulevard Station
  • June 6, 2022 – EDA and city council established two TIF districts for the Beltline Station Development
  • June 20, 2022 – EDA and city council approved the financial assistance for the Beltline Station Development affordable building
  • June 5, 2023 – EDA approved a second amendment to the purchase agreement to extend the closing date until Sept. 15, 2023.
  • July 17, 2023 – EDA held a public hearing on the purchase agreement and on the proposed business subsidy to the developer.  
  • July 24, 2023 – EDA and city council approved the contract for private development for Beltline Station #2 TIF District, an amendment to the purchase agreement, a business subsidy, and all other related contracts.

Environmental assessment worksheet (EAW)

The Beltline Station Development exceeds the threshold of a mandatory environmental assessment worksheet (EAW) by having a total of more than 375 attached units in a development. The draft EAW worksheet was published in the Environmental Quality Board (EQB) Monitor on July 6, 2021, and the comment period ended on Aug. 5, 2021.

City council approved a record of decision, finding of fact, and the negative declaration of the need for an environmental impact statement on Aug. 23, 2021. Six regulatory agencies and three public written comments were submitted. Linked below is the final record of decision, negative declaration and final EAW.

Project background

On Feb. 5, 2018, the St. Louis Park Economic Development Authority (EDA) entered into an agreement with Sherman Associates Development LLC to develop a mixed-use, transit-oriented development at the Southwest Light Rail Transit (SWLRT) Beltline Boulevard Station Site. The development is proposed to include two apartment buildings, one mixed-use building with retail space and a joint use park-and-ride parking structure for the SWLRT with some commercial space on the first floor adjacent to the station.
