Project background

Patrick Crowe of Crowe Companies LLC received city approvals for a new development, The Quentin, located at the northeast corner of Cedar Lake Road and Quentin Avenue. The development is a six-story, 79-unit apartment building that includes two levels of structured parking. The site features a new pedestrian trail connection from Cedar Lake Road along Quentin and a bicycle hub for residents. The site is served by multiple bus lines and is situated on the Cedar Lake Trail. The project features several sustainability features, including a green roof on the east side of the parking pedestal; landscaping with no-mow, native plants and drought/salt-tolerant landscaping; electric vehicle charging stations for residents and guests; and a solar array on the roof to offset common area electricity.

The housing includes eight units of affordable to households at 50% area medium income (AMI).

The developer received city approval for the following land use applications:

  • A comprehensive plan amendment to re-guide a portion of the site from office to high density residential
  • Rezoning the site to a planned unit development (PUD)
  • Preliminary and final plat to combine the three existing parcels into one

Public meetings

  • Jan. 23, 2020 – developer held a neighborhood meeting
  • Feb. 5, 2020 – planning commission held a public hearing on the project and recommended approval of the applications
  • April 6, 2020 – city council approved the requests for a comprehensive plan amendment, preliminary and final plat, and first reading of the PUD ordinance
  • April 20, 2020 – city council approved the second reading of the PUD ordinance
