- West campus (Parkway One) — replaces the existing strip center at the southeast corner of Inglewood Avenue and Highway 25 with an 11-story, 73-unit apartment building. The building will include parking and lobby space on the first two floors, eight floors of residential, an amenity space on the top floor and one level of underground parking.
- Construction timing is to be determined and is based on market demand.
Environmental Assessment Worksheet (EAW)
Parkway Residences exceeds the threshold of a mandatory EAW by having a total of more than 150 attached units in a development that requires a change to the city's comprehensive plan per MN Rules 4410.4300, subpart 19 C. Additionally, when combined with Parkway 25, a development constructed by the same developer, the two projects exceed the threshold for a mandatory EAW per MN Rules 4410.4300, subpart 1, three-year look-back requirement.
The EAW for Parkway Residences examined the project's potential for environmental impacts and included: a detailed project description; review of required permits; analysis of land use and zoning; and an overview of geology, soils, topography, water resources, contamination and hazardous materials, ecological resources, historic properties, visual effects, air emissions, noise and transportation.
EAW documents
- Findings of fact and negative declaration
- Environmental Assessment Worksheet (EAW) (Dec. 2, 2019)

- Appendix B - traffic and parking study
The EAW was published in the EQB Monitor, a publication from the state's Environmental Quality Board, on Oct. 21, for a 30-day review period.
