St. Louis Park's snow removal ordinance restricts on-street parking once a snow emergency has been declared. There are some exceptions, but only in select locations where ample off-street parking is limited. In these select locations, on-street parking is allowed before, during and after all snow events. The only time on-street parking is not allowed in exempt areas is when city staff posts "no parking" signs for snow removal.

Winter parking permits may be granted to residents under special circumstances. Vehicles displaying a city-issued permit may park on-street during snow removal operations.

Note: City ordinance does not allow parking on any city street for more than 48 hours, including winter exemption areas. If your vehicle sits, unmoved, for more than 48 hours it may be ticketed and/or towed.

Plowing winter parking exemption areas

When time and conditions allow, usually two to four days after a citywide snow cleanup effort is completed, staff will come back to exempt streets to clear snow to the curb or haul the snow away. With over 90 streets designated as exempt parking throughout the city, not every exempt street can be plowed after each snow event. Frequency and intensity of additional snow events or maintenance obligations will determine how soon or often each exempt street is plowed.

The following two-step process is used to notify residents of upcoming snow removal:

  • Step one (24 – 48 hours in advance) – “No parking” signs with a date are posted on the street indicating which day the cleanup effort will take place. Vehicles are allowed to park on the street until the posted designated date. On the posted designated date, all vehicles must be moved to a neighboring street that has already been plowed.
  • Step two (two days after the signs were installed) – On the designated posted no parking date, vehicles that remain parked on the street where the no parking signs are will be ticketed and/or towed so the street can by plowed to the curb and/or snow can be hauled away. Once the “no parking” signs are removed, parking is allowed.

How to avoid being ticketed or towed

Park in alternative areas

During snow removal, vehicles can be:

  • Moved to nearby city streets that have already been plowed.
  • Parked on the side of the street without “no parking” signs.
  • Parked in a friend’s or neighbor’s driveway, if arrangements are made.
