Bulk material containers, such as dumpsters or pods, are typically not allowed on city property or right of way, including alleys, boulevards and sidewalks. Dumpsters must be placed on private property, such as a driveway or yard/lawn.
However, there is an exemption to the city code in certain circumstances. Approval of an exemption is determined by staff upon finding that the following conditions are satisfied:
- There is no practical and/or reasonable location for the container to be placed on an individual's lot or driveway, and
- An exemption will not unreasonably subject the public to harm.

If the exemption is granted, please have the licensed hauler complete right of way application and follow the standard right of way permit process.
In addition to the conditions identified above, any bulk material containers that are granted a location exemption must also comply with the following regulations:
- Containers permitted in city right of way may only be placed in a location that will ensure the least possible obstruction to pedestrian and vehicle traffic as well as provide for the safety of the general public.
- Containers shall be clearly marked with reflective tape, markings and cones to increase visibility by vehicle and pedestrian traffic.
- If placed on the street, the location shall conform with all applicable parking statutes, city codes and standards.
- The container will be hard sided and structurally stable.
- Containers may only be stored in the street right-of-way front of the applicant' s property.
- Exempt containers shall not be located on an individual lot or parcel for more than 2 consecutive weeks and not more than 2 times during any 12-month period.
- Containers are not permitted on city streets from November 1 through April 1 with no exemptions.
