Cedar Lake Road and Louisiana Avenue Improvements
The Cedar Lake Road Improvements project in St. Louis Park is the culmination of several years of planning by the City of St. Louis Park, with federal and state partners helping to secure additional funding. The reconstruction project for Cedar Lake Road this year and Louisiana Avenue next year will bring much needed modernization to the roads and provide equitable opportunities for transportation to underserved populations, improve neighborhood livability and replace existing facilities at the end of their useful life. The city received $2 million in federal infrastructure funds and $5 million in state bonding funds to help cover project costs.
The project consists of three distinct parts that will be constructed separately, as outlined in the map:
- Phase I - 2024 - Cedar Lake Road improvements (Highway 169 to Rhode Island Avenue)
- Phase II - 2025 - Louisiana Avenue improvements (Wayzata Boulevard to Fire Station)
- Phase III - 2026
- Roundabout at the intersection of Cedar Lake Road and Louisiana Avenue
- Louisiana Avenue improvements (Fire Station to BNSF railroad)
- Cedar Lake Road improvements (Rhode Island Avenue to Kentucky Avenue)
Cedar Lake Road and Louisiana Avenue Improvements project will include the following:
- New pavement
- Intersection improvements at Cedar Lake Road and Louisiana Avenue
- Enhancements for people walking and rolling, including curb extensions, raised medians and upgrades to ensure ADA compliance
- Accommodations for people biking
- Streetscape improvements

The city will be hosting an open house to view the final plans for the Cedar Lake Road and Louisiana Avenue Improvements project that is scheduled for construction in 2025 and 2026. At this meeting, you will learn what to expect during construction and view layouts showing information on street, sidewalk, bicycle, and utility improvements.
We want to make sure everyone has an opportunity to get this information, so we have provided multiple ways to get involved.

City contractor, Eureka Construction, is working on the 2024 Cedar Lake Road project.
Traffic impacts
- West, Middle and East Stage- Cedar Lake Road between Jordan Avenue and Rhode Island Avenue– CLOSED TO THROUGH TRAFFIC.
- Please use the posted detour.
- Cedar Lake Road is scheduled to be opened to traffic on Friday, November 22.
School and Church impacts
- Westwood Lutheran Church and School
- Access to Westwood Lutheran Church is through the west stage. Please see the Westwood Church access map.
- Park Spanish Immersion School
- Access to Park Spanish Immersion School will be from the west (Highway 169).
- Middle School (on Texas Avenue)
- Access to Texas Avenue (north of Cedar Lake Road) and the SLP Middle School is by using Louisiana Avenue, Wayzata Boulevard (frontage road) and Texas Avenue. Please see the SLP Middle School access map.
Upcoming work
Middle Stage (Stanlen Rd to Virginia Cir) and East Stage (Virginia Cir to Rhode Island Ave)
- The paving of the final layer of bituminous pavement was completed on Tuesday, November 12.
- The installation of sod was completed this week.
- The installation of the street light poles is ongoing this week.
- The streets lights to be operational by the end of next week.
- The installation of all the permanent signs and pavement markings to be completed by the end of next week.
- The signal system at Texas Avenue to be completed by the end of this week.
- Contractor will continue to clean up the site and remove equipment/materials over the next two weeks.

Design Development and Refinement – Spring/Summer 2022
In the spring and summer of 2022, we were out in the community asking you about existing challenges and needs for these two corridors to help inform the development of the initial design concepts to be presented at the upcoming September 2022 open houses. Here’s a summary of what we’ve been up to:
- Engaged community members at four pop-ups/community events.
- Met with stakeholders along the corridor, including Metro Transit, Park Spanish Immersion School District, St. Louis Park Fire Department, Minnesota Department of Transportation, private utility companies, and individual property owners.

Construction communication
Minnesota Department of Transportation (MnDOT) will be reconstructing I-394 at Louisiana Avenue in 2025. For more information, please visit the project information webpage.
The new roundabout at the intersection of Cedar Lake Road and Louisiana Avenue will not be constructed until 2026, but we have many roundabouts currently operating in our city.
